6. Jackson, Chief Manager of the Hongkong and Shanghai Bank, whom I have personally consulted in the matter, and in whose judgment I have every reason to place confidence. Mr. Jackson has given me to understand that the Government might have disposed of considerably more coins than the available supply of coins, and he concurs with me in deprecating a policy which is calculated to reduce the profits from this source.
